Add ability to save C64 FLI pictures for a 1 layer image 
add function Save_C64_fli_monolayer()

The algorithm used is :
- first choose the lowest value from all possible background colors for each line
- first the lowest value from the possible colors for color RAM
- encode bitmap and screen RAMs
